Responsible for a budget which exceeds 15 million dollars and a staff of approximately 230 that provides a myriad of functions; including the custody and care of more than 620 prisoners daily, the protection of our Courts and Judges, the service of court documents, and the enforcement of the laws of the Commonwealth. 

01/01 – 12/05 Special Agent in Charge, Virginia Department of Motor Vehicles, Investigative Services

Responsible for conducting criminal investigations including identity and vehicle-related frauds, motor vehicle dealer-related crimes, and the evasion of transportation-related taxes throughout 1/5th  of the Commonwealth.

07/99 – 01/01 Police Captain, Commanding Officer, Investigations and Training, Old Dominion University

Responsible for the conduct of all investigations involving violations of Federal, State and local laws.  Also responsible for the proper training of the department’s 150 personnel.

10/97 – 11/98 Major, Command Information Systems Security Officer, US Army Training and Doctrine Command, Ft. Monroe, VA,

Responsible for all aspects of the command’s information system Security (ISS), including plans, policies and operations throughout the command’s sixteen installations.  Promulgates ISS guidance; ensure systems accreditation; manage ISS training and awareness program; conduct ISS inspections; develop and manage ISS resource requirements for all sites.

10/95 – 10/97 Major, Provost Marshal, US Army Corps of Engineers, Transatlantic Programs Center, Winchester, VA

Chief law enforcement and intelligence officer for a 5 billion dollar a year design and construct organization, exercising operational control within the US Central Command and the US European Command. 

Responsible for planning, developing and administering methods, policies and procedures for safeguarding information, personnel, property and material from theft, loss, misuse, fraud, wrongful disclosure, and terrorism.  Conducts inquiries, criminal and background investigations. Provides security-engineering oversight to construction projects in parts of the former Soviet Union, Middle East, Africa, and Europe.  Selected by the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict as the “Best Antiterrorism Program Manager, Senior Management” for 1997. 

12/91 – 10/95 Major, Information Systems Engineer, US Army Training and Doctrine Command, Ft. Monroe, VA

Project Manager on multi-command and multi-installation information systems. Responsible for prototyping, development, fielding and testing for the US Army Training and Doctrine Command’s Open Systems Environment Migration.  Conducts product evaluations, proof of concept testing, briefings, and duties as contracting officer representative. Evaluates proposals, implementation, and security plans.

06/90 – 12/91 Captain, Executive Officer, US Army Criminal Investigations Division  Command, Camp Walker, Korea

Second in command of a criminal investigation district responsible for conducting serious criminal investigations throughout the southern two-thirds of the Republic of Korea.  Responsible for ensuring the thorough and timely completion of all investigations, supervising the collection and safeguarding of all evidence, overseeing the collection and analysis of criminal intelligence, and supervising all protective service details.
